4) Rochester, New York

Rochester kisses the shores of Lake Ontario and is highly respected for its abundance of art, culture and entertainment however retirees will likely frown upon the arrival of the lake’s harsh winters. Rochester is notorious for experiencing severe blizzards, several feet of snow, and blackouts due to volatile weather. Not only are the temperatures unbearable, but that much snow makes transportation very difficult, especially in time of desperate need. The city has a moderate population of over 210,000 residents, but access to health care is relatively slim. Similar to Buffalo and Niagara Falls, Rochester has an increasing crime rate and has been ranked at the highest in regards to tax rates in the entire United States. While art and culture might be of importance, the city does come with several flaws, making it an overall difficult destination for retired living.
